Question - How many votes does it take the school committee to pass a teacher's contract?

I pose that question because according to school committee schedule posted on the city web site at the IQM2 portal, they are meeting early Monday morning at 8:00am to discuss and vote on the collective bargaining agreement with the teacher's union and that this will be done in executive session!

What's rather baffling about this matter is that they have already voted at their Sept 10th meeting of the whole to accept this agreement with all of them voting for it with the exception of member Ms. Kourkoumelis, who noted that how can members vote on a contract that they have never seen nor read, so she voted against it. Chairwoman Thorp explained that they were only voting to support the contract, in substance, pending the review of additional documentation (not sure what she was referring to since she did not explain herself). However, when Superintendent Taymore explained that voting for the contract now makes it binding on the school committee to accept the contract, the committee proceeded to vote to approve the contract.

Now they are having this meeting Monday morning to vote AGAIN for this contract...and they are voting in executive session away from the view of the public! Could someone kindly tell when when did this city convert to a totalitarian form of government?

Update to the above article Sept. 15th, 10:30pm: It appears that the school committee believes that it can vote on the above contract in executive session based on the open meeting law section G.L. c. 30A, §§ 21.....for union contracts. Since the the contract has already been approved by both parties previously (labor and management groups), there is no negotiating to be done but simply a vote to ratify what has already been approved. Therefore, it appears that if they hold this vote in executive session, they will be in violation of the open meeting law!

Update to the above article: Sept 22: The scholl committee in their Monday morning meeting of Sept. 16th, voted twice for the contract, once in executive session and agin in the public session. Incredible...the same school committee voted 3 times for the same contract! Either they have poor memories....or they are just incompetent...take you pick!
