Downtown Melrose Traffic

Is it just me or is traffic downtown is out of control?  I see people double parking in front to businesses, putting on there flashers, leaving the car running often with kids inside and running whatever important errand they need to.  One guy parks his truck across the crosswalk in front of Starbucks to get his latte.  Are you kidding me?  I contacted the Chamber who empathized but have no solution other than to contact the police.  How do you feel about this?
