Why are we being charged for NOT using our second water meter? It makes no sense that we are billed for NOT using a meter that is installed to use during the summer/spring months only. Nobody uses sprinklers during the fall and winter. May I suggest that you read the second meters once a year instead of billing and charging for no water use repeatedly. I have never heard of billing people for  no use. This is so wrong.
